GREENFIELD, MA (FRANKLIN COUNTY NOW) — A public hearing on the citizen’s petition to restrict roosters in Greenfield along with discussion on proposed zoning amendments were on the agenda at Tuesday’s Economic Development Committee meeting.

EDC Chair Marianne Bullock, a chicken owner who has also had rooster concerns, concluded that further restricting roosters would put the city in conflict with the state’s right-to-farm laws and made the recommendation to file a formal grievance with the Mayor’s Office and the Agricultural Commission who would be able to direct a resolution.

The Committee made the recommendation to the City Council that multi-family dwelling be allowed by right up to 24 units and by special permit for 25+ units in the Semi-Residential District. This comes after the Planning Board made their recommendation that the City Council work towards a compromise by finding a threshold for multi-family buildings by right.

The Committee also discussed the removal of the blanket cap on new construction beyond 24 units. It was clarified by Councilors John Garrett and Marianne Bullock that the removal of this cap would not allow construction of any size structure on any property as each zone maintains their own respective restrictions and regulations.

Discussions on other zoning amendments, including Accessory Dwelling Units, will continue in January.
