(Franklin County, MA) This weekend is the weekend to set clocks back an hour. The universal system of turning clocks forward an hour in the spring and back an hour in autumn originated in 1966 with The Uniform Time Act. Arizona and Hawaii are the only states that do not observe daylight savings time. The European Union may end daylight savings time in 2021.
