Massachusetts Gov. Charlie Baker has returned a sweeping climate change bill to lawmakers, offering several proposed amendments. In a letter to lawmakers Sunday, Baker wrote that he’s confident that the changes would put Massachusetts on track to attain a net-zero greenhouse gas emission limit by 2050. The bill would also create renewable energy jobs, boost wind and solar power and create new appliance efficiency standards. Lawmakers will now decide whether to accept Baker’s changes or try to enact the bill as they originally wrote it.
