GREENFIELD, MA (FRANKLIN COUNTY NOW) —  Clare Higgins, Executive Director of Community Action Pioneer Valley will be retiring this summer. Higgins held the Executive Director role for fourteen years and before that, served as the second female Mayor of Northampton from 2000 to 2011.
